Is Manny Pacquiao just a money maker for Top Rank?

I mean does Top Rank and Bob Arum or whoever it is the controls who
Manny fights, care at all about the fighters? Sometimes it seems as if
they couldn't care less about any fighter under Top Rank and that Manny
Pacquiao is just easy money. Right now Pacquiao really is the money
maker, and their biggest star. Mayweather was once under him too until
he bought him out to fight De La Hoya. Now Floyd is the biggest star in
boxing along with Manny Pacquiao. Arum hates him for that I guess. now
he tries to say all types of things about Mayweather. But anyway,
Pacquiao faced Cotto and Cotto, although strong, didn't stand a chance
against Pacquiao. Hatton didn't stand a chance either, and that was
Manny's 6th belt in his 6th weight class. Then he faced Cotto who like
I said didn't stand a chance for his record breaking 7th belt. Cotto is
going up to fight Yuri Foreman and many believe Cotto will win and take
his belt. Now i read that if Manny doesn't fight Mayweather, he might
fight Margarito(Margarito sucks) so why have him fight someone he can
easily beat? just to make Manny look good when it really makes him look
weak?? and that he might also rematch with Cotto to take Cott's belt to
make another record breaking victory for Manny by having 8 belts in 8
divisions. Setting up Cotto to beat Foreman so that Manny can take his
belt again??? What's the deal?? What do you think??
